1. EXPORT PACKING AND PRESERVATION REQUIREMENT 出口包装及保存规定
1.1. Hazardous Material 危险物资
Hazardous materials will be packaged, packed, marked, stored and transported in accordance with all applicable laws.
Hazardous materials shall be packed and invoiced separately. All Hazardous materials must be identified by the appropriate hazardous class, technical or proper shipping name. All invoices and packing lists for Hazardous materials shall contain the following statement:
“This is to certify that the above named materials are properly classed, described, packaged, marked and labeled and is in proper condition for transportation according to the appropriate Government or International transportation regulations.”
Vendor shall produce any necessary hazardous cargo certificates, in accordance with the appropriate Government and International transportation regulations for all shipments. On application to the forwarding agent these forms will be supplied for completion.
危险物资应根据所有适用的法律进行打包，包装，标识，储存和运输。 危险物资应单独包装并开具发票。

1.2. General Packing Requirements 一般包装要求
1.2.1. Export packages shall be designed and constructed to withstand the hazards of inland and ocean transportation, below and on deck stowage, multiple handling and six months storage at the destination in open yards with all possible climatic conditions and exposure. Special considerations are to be given to the packing to insure that:
出口包装应设计和制造成能够抵御内陆和海上的运输条件，甲板上、下的存放，多点固定并满足在目的地开放暴露厂可能的气候条件下存放6个月。包装时要采取特定的措施满足下列条件：
1) Breakage, damage and theft are prevented 防止破损、毁坏和盗窃。 2) Rust and corrosion are inhibited 防止锈蚀。

1.2.2. Special packing instructions for specific commodities and/or shipments will take precedence over this specification. 对于特殊货物的特殊包装说明及运输优先于本说明。
1.2.3. When portions of this specification are not attainable, the best commercial export packing methods to attain comparable protection shall be used. This information should be brought to the attention of CNPC International Ltd.
当本说明要求的部分内容达不到时，应当使用最好的商业出口包装办法以获得相同的防护措施。此信息应提请中石油国际公司注意。

1.2.4. Should the Manufacturer‟s/Vendor‟s standard methods of protection and /or export packing provide equal or better protection at the same or less cost, this information should be brought to the attention of CNPC International Ltd..

1.2.5. Manufacturer‟s/Vendor‟s recommendations, comments and suggestions regarding protection, packing and handling their products are solicited.

1.2.6. In case wooden package is used in packing of the Equipment, the wooden packaging cases or crates shall have undergone anti-parasite and anti-mold treatment and Vendor shall state that package is with IPPC Logo indicating the said activities.
如果设备采用木质箱进行包装，木质包装箱或板条箱应经过抗寄生虫和抗霉菌处理，同时卖方应在包装上显示说明国际植物保护组织标识。 1.3. General Preservation Requirements
1.3.1. In general, application of rust preventatives to alloy and non-corrodible equipment and materials is not required; stainless steel items may require special treatment to prevent deposition of chlorides, especially when exposed to salty atmosphere.
一般情况下，对于合金和非腐蚀性设备和材料不需要使用防锈剂，不锈钢物品可能需要防止氯离子而进行特殊处理，特别是暴露在盐份环境中。
1.3.2. Equipment subject to shop hydrostatic test shall be cleaned and dried (no water pockets) prior to application of rust preventatives and to closure of openings.

1.3.3. All internal surfaces and internal components of mechanical equipment including cases, bearings, gears, mechanical seals and threaded connections, not adversely affected by rust preventatives,

shall be type A coated.

1.3.4. All external machine-finish surfaces, such as flange facings, valve stems, shafts, shaft couplings, shall be type B coated. External machine-finish surfaces, for which a hard durable coating is required, may be type C coated.
所有外部的机械加工面，如法兰面、阀杆、轴、联轴器应采用B型防护。外部机加工表面需采用耐久性保护膜。宜采用C型防护。
1.3.5. All engaged and exposed threads, especially those used for flange protection, shall be coated with a grease base rust preventative, type B. The rust preventative shall be replaced after each loosening bolt-up to ensure adequate protection.
所有配合暴露的螺纹，特别是用于法兰防护的，应涂B型油脂基防锈剂。在每一个紧固螺栓松散后，应更换防锈剂以确保充分的防护。 1.3.6. All commodities will be exposed to severe climate conditions. The nature of the commodity will determine the type of preservative to be used. Protect all metal commodities subject to corrosion (rust) with a preservative suitable for the purpose intended, in accordance with applicable manufacturer specifications. Preservatives must be easily applied to all kinds of metal surfaces by a variety of methods and should coat the surface with a sufficiently thick film to exclude moisture and air. This film should remain in position for an indefinite period of time and yet be completely removable from the surface without undue labor. The preservative itself should have no corrosive action of any kind on metal.

1.3.7. All surfaces shall be thoroughly cleaned prior to application of any preservatives. Critical functioning, close tolerance or highly finished surfaces shall be further cleaned to ensure the removal of

perspiration and fingerprint stains by the application of commercially available oil fingerprint remover.

1.3.8. Commodities not having highly finished surfaces may be coated with a thin film of preservative. Commodities having highly finished surfaces of simple design should be coated with a thick film of preservative. In either case, the nature of the commodity must permit easy removal of the preservative with commonly available solvents. Contact preservatives will not be used on complex or intricate assemblies that would require cleaning prior to use, if such cleaning would result in damage.

1.3.9. Care shall be exercised in applying preservatives so that electric, electronic material, leather, mica, rubber and other similar non-metallic materials are not coated with the preservative compound. 防锈剂在使用时应小心，防止电气、电子材料、皮革、云母、橡胶和其它相类似的非金属材料粘染上防锈剂复合物。
1.3.10. All critical working surfaces such as close tolerance shafts, bearings, seals and spindles shall be protected from the ingress of dirt and moisture by wrapping with a grease proof paper having a neutral PH factor. This wrapping shall be secured firmly in place with pressure sensitive tape or wax coated twine. All openings of electric motors, generators and other electrical equipment shall be sealed with pressure sensitive tape. Brushes and armatures of motors and generators shall be wrapped with a piece of Grade A grease proof paper.

1.3.11. Precision instruments, electrical and electronic assemblies, typewriters and other office machines and other commodities subject to water-vapor damage will be sealed or packaged in water-vapor proof barriers including silica gel or a comparable desiccant. 精密仪器、电气电子部件、打字机、其它办公设备和其它需防水汽的货物应采取密封措施或在包装内加入防潮产品包括硅胶或相类似的干燥剂。
1.4. Material And Workmanship
1.4.1. Material used for packaging, packing, wrapping, tapes, sealers, moisture-resistant barriers and corrosion prevention shall be recognized brands and grades and shall conform to the best standard in the areas in which articles are packed and shall be capable of performing all its functions without damage to the commodity content. 用于包装、打包、缠绕防护、胶带、密封、防潮品和防腐剂的材料应使用公认的品牌与等级，并符合最高标准。使用该物品进行包装在能够保证所有性能的同时而不损坏货物内容。

All nails shall be cement coated or deformed shank or clinched wire box nails.

Corrugated fasteners may be preferred to nails when packing items which are highly susceptible to pilferage and theft. 当包装物特别易受小偷光顾时，波纹紧固钢带交优于箱钉。 1.4.6.2. Strapping
For crates less than 45 kgs, metal strapping shall be unannealed steel, minimum 20mm applied with stretching tool and secured with crimped steel seals. For crates over 45 kgs, 30mm shall be utilized. Metal straps must be cut evenly at the seal with no sharp edge. Corner protectors shall be provided to keep the strapping from cutting into the edges of the package. Not less than two straps per box are required. Strap spacing shall not exceed 1 meter centre to centre.

Workmanship shall be in accordance with the best commercial practice and with the requirements of the applicable specification. 1.5. Packing 包装
1.5.1. The container and interior packaging should be designed so as to either absorb the shocks and relieve the destructive forces by means of cushioning material, or to distribute, localize and transform these forces in such a manner that the commodity and container will be able to withstand them without damage to the merchandise. 在包装容器和内部设计时应以承受冲击和采用衬垫材料的方法减轻或分散破坏力量，限制并且转换这些力量对产品的损伤，使产品和容器能承受这种力量。

1.5.2. Selection of packing depends on the nature of the commodity. Items which completely fill the container and contribute to the strength of the package are normally the easiest and most economical to package. Articles which do not completely fill the selected container must be cushioned, braced, fastened, or blocked to prevent damage to the article itself or destruction of the container.
Minor disassembly and nesting to conserve shipping volume and prevent damage shall be followed. Material requiring special jigs, fixtures, tooling or recalibration of reassembly will not be dismantled. Parts, attachments, or fixtures of the commodity packaged shall be boxed, or blocked and braced within the shipping container (where practical) containing the main unit. In so doing, aim at a low center of gravity.

1.5.3. If the load must be kept upright, equip the packing with lift handles, skids, top peaks or gable, or some similar device to assure stowage and handling in an upright position. Break bulk items shall be equipped with lifting lugs when required.
如果负荷必须保持垂直,设备包装有升降处理，滑块，最高峰或山墙，或类似的装置，以确保在直立位置存放和处理。散装项目必要时应配备吊耳。
1.5.4. Do not exceed whatever capacity the (box, bag, crate, etc.) is designed to accommodate. Inner blocking and bracing must distribute the contents‟ weight over interior surfaces rather than concentrate it on one or two critical points.

1.5.6. Bundles and Pallets 捆绑和托盘
1.5.6.1. Unitize, palletize, or assemble cargo in the largest practical unit consistent with handling, weight and dimension limitations at trans-shipment points and destination. Material must fit pallet without large voids and must be capable of withstanding stacking without damage.
整理包装，货盘装运，或者装配货物，重量和尺寸限制在转运点和目的地的最大实际单位一致。材料必须与托盘匹配且无大缝隙，必须能够承受堆积而不会被损坏。
1.5.6.2. Material packed in bundles will be segregated to length and size, will be securely strapped (30mm straps with a stretching tool, secured with crimped steel seals spaced a maximum of 1 metre apart) and skidded to permit stacking without damage. Bundles are not to exceed 4.5 tonnes unless previously approved by CNPC International Ltd..

1.5.6.3. Sturdy commodities such as rough castings, structural or fabricated steel, heavy wall pipe, or tanks not subject to water or handling damage, may be bundled, skidded, or secured to pallets for shipment.

1.5.7. Material subject to handling or stowage damage shall be packed in crates or boxes. Large items not subject to water damage may be packed in unsheathed (open) crates.

1.5.12.1. Open crates can be used where contents are virtually indestructible and packing is required only to facilitate handling and stowage. Three way corner construction reinforced with diagonals shall be used for all crates that are not plywood sheathed.

1.5.12.2. Large crates usually must bear great superimposed loads. Ensure top strength by frequent (not more than 1 meter apart) top joists. When sheathed, place joists under sheathing. Provide joist supports directly under joist ends.

1.5.12.3. Reinforce floor at load bearing points when between skids or sill members.

1.6. Inner Packing 内包装
1.6.1. All items shall be braced and /or cushioned within the container to prevent damage from shock, vibration, rough handling and transportation. Water absorbing cushioning material should be avoided.

1.6.2. Like small items shall be packaged in cartons, bags or boxed prior to packing in shipping containers. Do not pack loose.
小物品应装在塑料袋或者预先装入箱子或纸箱内、再装入货运集装箱中。不要松散包装。
1.6.3. Shield commodities on top and sides by use of waterproof shrouds or waterproof caseliners. As many waterproof barriers contain asphalt, an additional paper liner may be necessary to prevent the asphalt material from bleeding onto the commodity.

1.6.4. Preserved surfaces shall be insulated from hygroscopic material (wood, fiberboard, etc.) with grease proof, noncorrosive barriers. Do not bring polyethylene film into contact with rust inhibitor coatings. Finished and painted surfaces will be protected from abrasion. Place commodities on skids, pallets, or dunnage to keep from resting in collected drainage. Crates and other large containers

shall have drain holes in the bottom to preclude the collection of water within the packaging.

1.6.5. Commodities shall be nested or packed to reduce volume as much as possible. Pack articles firmly but not tightly. Containers shall be dimensioned to prevent slack space.
Moisture sensitive commodities (precision instruments, electrical, and electronic assemblies, typewriters, etc.) subject to water-vapor damage shall be packed (following appropriate preservation methods) in an interior moisture/vapor proof barrier together with silica gel or a comparable desiccant. The amount of silica gel or desiccant will be in proportion to the total volume of the outer container. Suitable cushioning will be used on all corners, edges and protrusions to protect flexible barriers from puncture. Included air volume shall be kept to a minimum. When flexible barriers are used, the barrier shall cling snugly to the enclosed items without puncture. Silica gel or desiccant shall not come in contact with critical working surfaces or highly finished surfaces. Where desiccant is included in the pack a warning label shall be affixed to the outside of the case stating. 产品应嵌套或包装以减少尽可能多的体积。包装物品牢固但不紧，容器应先测量避免剩余空间。

7. Break Bulk
开始卸货
1.7.1. Heavy and large pieces of equipment dimensionally and traditionally considered too large for crating, such as, but not limited to: columns, towers, reactors, condensers, exchangers, compressors, turbines, etc.
重型和大件设备在尺寸上和传统上考虑大的板条箱，例如：但是不限于下列：圆柱、塔、反应堆、冷凝器、交换器、压缩机、涡轮等等。 1.7.2. All equipment shall be thoroughly cleaned of foreign matter and drained of water before shipment.

1.7.3. Equipment shall have all exposed machined surfaces cleaned and covered with a layer of anti-corrosive material which can withstand exposure to moisture and warm temperatures for a period of 1 1/2 years.
设备应该保证露面清洁并用一层防腐的材料遮盖，这种材料可以抵挡住暴露的湿气和热的温度大约一年半的时间。
1.7.4. All threaded connections such as vents, drains, conduit and piping connections shall be capped or plugged with soft metal or plastic materials after application of type A rust preventative. 所有的带螺纹的连接例如通风孔、排水口、导管和管道在可预防生锈后应当覆盖或者用软金属或塑料材料塞紧。
1.7.5. All flanged openings of mechanical equipment and vessels, 6” and larger shall take the form of gasketed metal or wood closures. The cover and gasket size shall match the flange outside diameter. Gaskets shall be 2mm minimum, thick red rubber or neoprene. This information shall be taken as the basis for arranging transportation and storage of the cargo and it is the responsibility of the Vendor to advise the Buyer

Where the Vendor is required under the Purchase Order to deliver the goods DDU (INCOTERMS 2000), transport of the goods until delivery, that is, up to and including the point of putting the goods at the specified destination, shall be arranged and paid for by the Vendor and the cost thereof shall be included in the Purchase Order price.

Forty five (45) days before the actual delivery date, the Vendor shall advise the Purchaser and the designated freight forwarder by fax the P.O. number, commodity, quantity, value, number of packages, gross weight, net weight, measurement (those over 3 tons in weight, 9 meters in length and 2.8 meters in height should be listed with length, width and height) and the date of load readiness at the port of shipment.

This certificate must also contain the name of the factory or plant in which the goods were manufactured and the name of the producing company. The

1.6.4. The Vendor shall furnish his proposed short and long term
storage procedures for Purchaser‟s review and records. A copy of the storage procedures shall accompany all shipments and be included in package one (1).

1.6.5. A list of the specific rust preventatives used to protect the
equipment shall be securely attached or enclosed in the transportation container or package one (1).

1.6.6. Included in the above list shall be any special instructions deemed necessary by the Vendor for the removal or replacement of any rust preventatives.

1.7.2. The Vendor shall, within 48 hours after the completion of the loading of the goods advise by fax the Purchasers of the purchase Order number, commodity, quantity, invoice value, gross weight, name of vessel and date of transporting etc. In case the Purchaser fails to arrange insurance in time due to the Vendor not providing sufficient notice, all losses shall be borne by the Vendor.

1.9. Export Requirements 出口要求
The Vendor will be responsible for obtaining all export licensing, fees, and other governmental authorization necessary for the export of materials or equipment from the country of origin.

2. TRANSPORTATION MARKS 运输标识
2.1. Each case, box, crate, piece, etc., must be stenciled on two sides in clear, legible characters. On bundles the marks are to be “Embossed on metal tags”, which shall be wired securely to the

bundle at both ends and in the middle.

2.2. Indelible and ultraviolet resistant inks, paint and metal labels shall be used to preclude obliteration in any way of marks, transportation instructions and handling symbols.

2.3. Marks must be legible (70mm in height) whenever possible. In any instance, marks shall not be less than 50mm without prior written approval from Purchaser.

2.4. Only those marks provided on the Purchase Order, plus any cautionary markings, and special handling symbols will appear. In no instance will advertising or marks which indicates contents or other extraneous information appear. Refer to illustration for an example of marks.

2.5. Each transportation piece shall have a red color band a minimum of 100mm wide, painted around the smallest girth. On boxes and crates three sides of each corner shall be painted so that the color code marking is visible on all four sides and the top.
On barrels, kegs, drums, tanks, bundles of pipe, rebar, and structural steel, a color code daub shall be painted on or near both ends of each transportation unit.
