比较明确一点的可以用：I am afraid...来开头。或者 I am sorry but...

be afraid that...cannot ...; be sorry that ... cannot ...; would like to..., but ...
I am afraid that I cannot lend you money.
I am sorry that I cannot lend you money.
I would like to lend you money, but I cannot lend it to you because my mother is in hospital.
